- What's going to happen as we move to an economy that works on lower carbon energy source?

- What are the risks posed to business, and how do they play out?

- Who wins and who loses?

 

* What drives this transition risk?

Some of it comes from the introduction of new policies or regulations from governments, anywhere from national governments, to local councils, to the UN, to the EU, and so on.

 

* What extent is  transition risk really driven by governments? Is it driven by them at all? And if so, is it what they say or what they do?

The key thing about transition risk is to understand that it may not even matter what governments want to do because the market forces which are playing out overwhelm them.
